China's Cyberspace Administration (CAC), National Development and Reform Commission (NDRC), and Ministry of Industry and Information Technology (MIIT) jointly released the country's first dedicated policy framework for AI agents. Titled “Implementation Opinions on Standardized Application and Innovative Development of Intelligent Agents,” the document defines AI agents as autonomous systems with perception, memory, decision-making, interaction, and execution capabilities.
